KUPPET fully supports the decision by the Cabinet Secretary for Education, Prof. George Magoha, to re-open schools for Primary Grade 4, Class 8 and Secondary Form 4 students on 12 October.

The announcement is in tandem with recommendations of the National Education Response Committee. We urge parents, sponsors and well-wishers to provide all the necessary support to the students so that learning operations can resume without any hitches.

We also demand an immediate release of capitation funds to schools to enable them develop mechanisms for coping with COVID-19. In particular, schools need classrooms and learning spaces that meet MOH COVID-19 containment protocols, including social distance.

On the minimum, all schools require improved sanitation facilities, such as running taps and storage tanks.

In addition, the government must immediate provide funds to schools for the provision of three re-usable facemasks per leaner. Given that Kenya has approximately 13 million leaners in primary and secondary schools, facemasks will cost the government a paltry Sh1 billion for a year.
